US Secretary of State Rex Tillerson says the harming of ex-spy Sergei Skripal in Britain "unmistakably originated from Russia" and "absolutely will trigger a reaction."
Tillerson says he doesn't know whether Russia's legislature known about the harming. However, he is contending the toxic substance couldn't have begun anyplace else.
